As Mayor, he successfully guided Annapolis through the pandemic and demonstrated foresight in addressing climate change by protecting the city’s docks and businesses from rising water levels. Furthermore, under Gavin’s leadership, the Annapolis Police Department established a re-entry program for formerly incarcerated individuals—an initiative that has reduced recidivism and helped bridge the divide between law enforcement and the community.
